The JBSA-Randolph Contracting Squadron, 502 CONS/JBKCA, is contemplating the acquisition of a Hematology Analyzer, reagents provided on a cost-per-reportable results basis all supplies and equipment (computer, monitor, printer), maintenance (to include preventive), installation, service support and all items/consumables approved for use by the Food and Drug Administration (FDA). The North American Standard Industry Classification System (NAICS) code anticipated for this acquisition is 334516  - Analytical Laboratory Instrument Manufacturing, the small business size standard is 500 employees, and the Classification Code is 65  - Medical, dental & veterinary equipment & supplies. Based on responses to this sources sought, this requirement may be set aside for Small Business or procured through Full and Open competition.


The analyzer shall be able to perform 5-part differential on samples using at least 21 whole blood parameters to perform fully automated tests and provide histograms. Annual volume estimated to be 12,805 tests. The main system shall have an autoloader and shall fit within the designated testing area measuring 28 inches wide by 37 inches long.


The system shall have a completed/approved Department of Defense Information Assurance Certification and Accreditation Process (DIACAP) information management system to support the work flow specific to the Hematology department. DIACAP is a process by which information systems are certified for compliance with security requirements and accredited for operation in the DOD information systems environment.  It also ensures DoD Certification and Accreditation (C&A) is consistent with Federal Systems Management Act (FISMA), DODD8500.1, and DODI8500.2.


Awards that may result from this market research shall be delivered to JBSA-Randolph, TX.

This information will be used by the 502 CONS/JBKCA for market research purposes, only, and the submitted information will not be returned. Submitted information will be protected in accordance with DoDD 5400.11, Department of Defense Privacy Program, and DoD 5400.11-R, Department of Defense Privacy Program, and no feedback will be provided regarding submissions or the total number of submissions received. Responders are solely responsible for all expenses associated with responding to this request for information, as the government is not liable for any costs incurred by interested parties in responding to this request.


The purpose of this sources sought notice is to query the market for potential interested, capable, responsible, and qualified commercial small business offerors that may perform the stated requirement. The government is interested in collecting market data/information in accordance with Federal Acquisition Regulation (FAR) Part 10, from potential sources that have the capability to provide Hematology Analyzer, reagents provided on a cost-per-reportable results basis.
