Digital Signage Project STXHCS
This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The solicitation number is VA257-15-Q-0615. This acquisition is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-75, effective June 24, 2014. The associated North American Industrial Classification System Code (NAICS) for this procurement is 518210. This acquisition is solicited as unrestricted.
Statement of Work
1. Contract Title
South Texas Health Care System Digital Signage Hardware Upgrade 2014
2. Background
The current digital signage is not capable of receiving any software updates, the computer and network hardware used cannot be upgraded physically or digitally to support the signage system and must be replaced with updated hardware. The digital signage software in use at the South Texas Veterans Healthcare system is VISIX AXISTV. The software license does not require update in this project - all hardware and labor for this contract must be provided by or approved through VISIX in order to be technically acceptable.
3. Period of Performance
Start work no more than 7 business days post "Notification to Proceed" given by the Contracting Officer.
All tasks complete no more than 60 days post "Notification to Proceed" given by the Contracting Officer.

c. All equipment must be new; no refurbished, rebuilt, or 3rd party substitutes are acceptable.
d. Provide all materials, tools, labor, and project management.
e. Provide safe installation of all TV mounts and equipment.
o Mounting hardware must contact the steel studs behind the sheetrock for strength
f. Provide power and network requirements within 10 business days of notice to proceed.
g. Provide 6550 VA forms to the government with 15 business days of notice to proceed.
h. Configure and install all software updates for VISIX digital signage software.
i. Physically install all hardware as designated.
j. Collaborate with VA IT Specialists to configure the network for proper function of all digital signage.
k. Configure the media server to operate as a virtual machine.
l. Removal all existing hardware and turn-over to VA.
m. Removal all existing wiring (to greatest extent reasonable).
n. Train end users to proficiently use, update, and troubleshoot the new software and system.
o. Provide project management, oversight, planning, and technical support throughout the upgrade process.
p. Provide comprehensive documentation of system function and operation; to include passwords, all network information, serial numbers, mac addresses, software keys, etc.
6. Responsibilities, Requirements and Tasks
a. Contractor Requirements
o Contractor and all sub-contractor employees must pass a standard security check and receive a VA Contractor ID Badge.
o Contractor and all sub-contractor employees must provide a current (within past 12 months) TB test result to the VA Infection Control Nurse
o Contractor and all sub-contractor employees must take a training course regarding Infection Control and Fall Prevention at the VA prior to starting work. This requirement will take approximately 2 hours.
o Contractor and all sub-contractor employees must comply with all safety regulations: federal and state. All employees will provide and use job appropriate PPE.
o Contractor will provide a parts lists indicating Purchase Order#, make, model, serial number and item cost for all items prior to shipping.
o Contractor shall provide a network map indicating all components, ports used, and other network requirements. This must be provided no less than 2 weeks prior to start work. IP addresses will not be provided by VA until this step is complete. A teleconference call may be required between the Contractor and VA LAN Manager for this step.
o Contractor will provide shipping.
o Contractor will configure the media server to operate as a virtual machine - this must be coordinated with VA Office of Information Technology Specialists.
o Contractor will configure Visix AXISTV media players, server, network adaptors, and all other pertinent A/V equipment to provide a fully functioning Digital Signage System.
o Contractor shall provide all tools, material and labor for installation of new hardware.
o Contractor will install on-site at each of the sites listed in the places of performance section (pp 1) as required to complete the tasks herein.
o Contractor shall provide all tools, material and labor for removal of old hardware, wiring, etc.
o Contractor shall provide a minimum of 2 hours of on-site orientation and user training for a minimum of 5 VA employees. This training must be sufficient that the end users can operate the system without support. Training should also cover trouble-shooting methods and tips for issue resolution.
b. VA Requirements
o VA shall provide network manager and server specialists as required for IP address, virtual machine configuration, etc.
o VA shall provide on-site escorts for all work performed by the contractor.
o VA shall provide infection control and safety measures oversight.
o VA shall provide network and power requirements at each facility.
7. Security Requirements
Information Systems Officer, Information Protection: The contractor will not have access to VA Desktop computers nor will they have access to online resources belonging to the government while conducting services.
Privacy Officer: The contractor will not have access to Patient Health Information (PHI) nor will they have the capability of accessing patient information during the services provided to the VA.
Records Manager: There will be no federal records created, maintained, used or dispositioned with this contract; regardless of format [paper, electronic, etc.] or mode of transmission [e-mail, fax, etc.]
