Whitman County is soliciting Proposals from qualified software vendors (Vendors) to provide Human Resource Information System (HRIS) solutions and implementation services. The functional areas in scope include Human Resources, Time and Attendance, and Payroll. A detailed description of the specific modules and services required are contained in this Request for Proposal (RFP). Whitman County is open to reviewing proposals from Vendors that provide modules in scope within a single solution.
The RFP document packet can be obtained by emailing JacyLeach@Whitmancounty.gov or on the home page of Whitman County's website at whitmancounty.gov. Questions regarding this RFP must be submitted in writing according to the instructions and timeline included in this RFP.
Any addenda or vendor questions and their corresponding answers will be posted to Whitman County's website. Vendors should monitor the web site frequently to look for addendums. It is the responsibility of all Vendors to stay current on all bid requirements.
Emailed proposal responses must be received by Whitman County on May 8, 2026. Late responses will not be accepted. Whitman County is not responsible for delays in delivery. Responses must be submitted via the instructions provided in the RFP.
Any clarifications or revisions regarding this RFP process will be addressed and issued according to the schedule provided in the RFP. Whitman County reserves the right to cancel this request or reject all responses submitted, or to waive any minor irregularities if it is in the best interest of Whitman County to do so.
