The American Bar Association Rule of Law Initiative Philippines (ABA ROLI) is a non-profit program, under the ABA's Fund for Justice and Education, that implements legal reform programs in roughly 43 countries around the world. ABA ROLI has nearly 350 professional staff working abroad and, in its Washington, D.C. office. With a mission of promoting justice, economic opportunity, and human dignity through the rule of law, ABA ROLI has unique needs.
With USAID funding through the ACCESS Project, ABA ROLI will support the improvements to the Court's IT and digital facilities and alternatives in the court proceedings through the procurement, setting up of the videoconferencing facilities and training on it use to maximize remote videoconferencing technologies in the conduct of hearings.
ABA ROLI requests your proposal for the supply, installation, training and maintenance of a videoconferencing set up/facility which include cameras, microphone, speakers, UHD TV monitor and the corresponding mounting (wall or floor) accessories for each of the ten (10) Halls of Justice (HOJ) in different locations in the National Capital Region.
The setup of the videoconferencing facility/devices should be installed in the courtroom where the actual hearing will be facilitated by the judge, court personnel and should be secured and placed in a fixed location in the HOJ to ensure that the equipment will be properly used, maintained and safeguarded.

All EOIs received shall be evaluated and only pre-qualified bidders will be notified via email. Pre-qualified bidders shall be issued a formal Request for Proposal (RFP) and to discuss further questions concerning the RFP.
ABA-ROLI reserves the right to reject any or all applications for pre-qualification, waive any required formality therein, and accept the bid and award the subcontract to the most advantageous offer to the project. ABA-ROLI assumes no responsibility to compensate or indemnify the bidder for any expense or loss that may be incurred for the preparation of the bids, nor does it guarantee an award will be made.
