Texas Legal Services Center (TLSC) invites qualified vendors to submit proposals for a comprehensive project that integrates a high-quality multimedia library with a dedicated sustainable video content creation engine. This initiative is designed to be a sustainable, evergreen resource for underserved Texans, moving beyond a one-time content delivery model to provide a platform for long-term staff-led growth. All produced content must be highly accessible for self-represented litigants and strictly designed for a sixth-grade reading level. A primary requirement of this project is to ensure that TLSC staff can effectively use the provided content creation engine to remix, update, and produce videos with minimal training, ensuring the project remains dynamic and effective as legal needs evolve.
