Background
The Rural Collaborative (TRC) is a nonprofit organization supporting a network of 31 public, rural hospitals across Washington State. TRC has participated in an Accountable Care Organization (ACO) for five years and has developed foundational capabilities in value-based care, including care coordination, quality reporting, and data utilization. TRC operates within Washington State's evolving value-based care environment, including participation in federal programs such as the Medicare Shared Savings Program and alignment with state Medicaid transformation efforts led by Washington State Health Care Authority. These efforts emphasize care coordination, population health, healthcare access, and financial sustainability, particularly for rural and underserved populations. As TRC plans for continued participation, it is seeking to select an ACO vendor with a strong rural strategy and proven track record to improve performance and sustainability for the long-term.
Purpose
The purpose of this Request for Bid (RFB) is to identify and select a qualified consultant to support the development and execution of a formal Request for Proposal (RFP). The selected consultant will provide strategic guidance, structure, and subject matter expertise to ensure a successful selection.
Roles and Responsibilities
TRC will:
-Provide relevant data and materials, including:
oHistorical ACO performance data
oFinancial and quality metrics
oCurrent workflows and care models
oOrganizational priorities and goals
-Coordinate member stakeholders.
-Make final decisions regarding RFP content and vendor selection.
The selected consultant will:
-Guide the overall RFP development and vendor selection process.
-Advise on best practices and strategic considerations.
-Structure and synthesize information provided by TRC.
-Develop materials and tools to support decision-making.
-Ensure alignment with Washington State Medicaid and federal ACO program requirements.
Scope of Work
The selected consultant is expected to support the following activities:
A.Discovery and Current State Review
-Review data and materials provided by TRC.
-Facilitate discussions to clarify goals, priorities, and decision criteria.
-Suggest key considerations for ACO vendor selection.
B.RFP Development
-Draft a comprehensive RFP for ACO partner selection.
-Define scope of work, evaluation criteria, and submission requirements.
-Incorporate:
i.Rural healthcare considerations
ii.Washington State Medicaid and policy context
iii.Federal ACO program requirements
iv.TRC existing quality improvement capacity and efforts
-Translate TRC-provided data and priorities into a clear, actionable RFP.
C.RFP Platform & Process Alignment
-Design the RFP structure to align with submission through the Valify platform.
-Ensure questions, response formats, and evaluation criteria are compatible with platform-based submission and comparison.
-Advise on best practices for managing vendor responses within Valify.
D.Vendor Selection Support
-Advise on identification and refinement of potential ACO vendors.
-Develop proposal scoring methodology and evaluation tools.
-Support review and scoring of submitted proposals via Valify.
-Provide objective recommendations to support final selection.
E.Vendor Contract Negotiation Support
-Support contract negotiations with selected ACO partner.
-Provide advisory support during transition and early implementation.

A.Approach & Methodology
-Proposed approach to each phase of the project.
-Key deliverables and work plan.
-Description of how the approach will be tailored to a rural, multi-hospital network.
B.Relevant Experience
-Experience with ACOs and value-based care models.
-Familiarity with the Medicare Shared Savings Program and Medicaid transformation efforts.
-Experience with supporting RFO development and vendor selection
-Experience with rural hospital finance and operations.
C.Project Team

Key Considerations
